Our Mission

To improve the lives of homeless cats and reduce the rates of homelessness by operating a progressive sanctuary for cats and kittens and educating the public on animal welfare issues, especially the necessity to spay and neuter their animals.

The Foundation is starting a program to transport cats and kittens from the Peoria area to the Animal Protective League spay-neuter clinic in Springfield beginning in October, 2009.

Transportation will be free.

  • Fees for spaying a female cat are just $40 plus $6 for a rabies vaccination (if needed).
  • Fees for neutering a male cat are $30 plus $6 for a rabies vaccination (if needed).
  • Feral cats are $25 (includes surgery, rabies and FVRCP, Dectomax for ears, and Ear Tip).

Uniting To Make A Difference
For many years, the animal shelter in Peoria County has received far more animals than it could place in new homes. Thousands are euthanized each year. Peoria County is filled with wonderful people who want to improve the odds for homeless cats and kittens—and we are uniting to make a difference.

The Daniel J. Elias Memorial Foundation is launching a Green Light Capital Campaign to raise money to build and operate a not-for-profit, state-of-the-art sanctuary for adoptable homeless cats and kittens on Olympia Drive in Peoria. We intend to build a welcoming sanctuary that will be a showcase for adoptions and a gathering place for volunteers to work and socialize. The goal is to unite everyone involved in animal welfare activities in the area so as to improve adoption rates and to educate the public on the absolute necessity to spay and neuter their animals.

A Place For People And Felines
Mr. William Meade, an architect with a national reputation for excellence in designing animal sanctuaries, has joined with noted local architect, Larry Paustian, to design PURRSONALITIES™. Strict standards for ventilation, nonporous materials, isolation rooms, observation rooms, and much more will minimize disease transmission in the sanctuary. Most cats will live in community housing rooms (no cages) of 5 or 6 that open onto a courtyard where visitors and volunteers can relax and enjoy the outdoors.

Potential adopters can spend a leisurely hour or two at PURRSONALITIES™ looking for their new feline companions, and well-trained volunteers will assist prospective adopters to find the perfect match.

Community Cooperation
PURRSONALITIES™ will obtain most of its cats and kittens from PAWS, the Peoria County animal control agency and shelter. We hope to work with all animal welfare organizations and veterinarians in the area to improve the lives of homeless animals.
